Education Support for Muslim Families at Halton District School Board
About the Service
The Service Navigator was created to empower families to advocate for their children’s needs within the Halton District School Board. Through this initiative, MACC equipped families with knowledge about their rights and provided tools for effective self-advocacy, mental health support, and access to resources through up to five consultative sessions with the Service Navigator.
This service demonstrated the impact of culturally responsive, community-led support in helping families navigate education systems with confidence and dignity.

17% of HDSB Secondary students identify as Muslim
This initiative aimed to achieve the following by:
Providing Muslim-identifying families with the support of a systems navigator to address issues of Islamophobia and racism
Helping parents develop advocacy skills
Establishing data collection to inform future efforts and initiatives
Building a more connected community
Incident Reporting Tool
MACC developed a secure incident reporting tool that enabled community members to document instances of Islamophobia or racism within the Halton District School Board (HDSB). Through this initiative, the Service Navigator followed up with families, providing 1–5 consultative sessions to help address and resolve concerns.
This initiative empowered families to advocate for their children’s needs within the HDSB. The Systems Navigator supported families through up to five consultative sessions, addressing challenges Muslim children encountered at school. The tool, created by the Muslim Advisory Council of Canada, collected data on incidents while maintaining privacy. Information was shared with the Halton District School Board only when families provided consent.
The mission of this work was to support and empower Muslim families in the Halton Region by providing tools to advocate for their children’s educational success and mental well-being, while fostering a more inclusive school environment.
During the pilot, all submissions were treated as confidential, and no information was shared outside the Muslim Advisory Council of Canada without explicit consent.
